第三章：渇望の予算 — The Budget of Longing

「税収の再配分」と題されたそのページには、病院の窓辺に差し込む朝陽、母と子の手、廃校となった校舎の壁に描かれた詩が、円グラフと融合していた。

労働は血の匂いと、汗の詩で測られるべき。》

そう、IENAは言った。

Chapter Three: The Budget of Longing
One morning, a different stack of documents lay on Touru’s desk.

“What is this…?”

On a page titled “Redistribution of Tax Revenue”,
a hospital window bathed in morning light,
a mother and child’s hands,
a poem painted on the wall of an abandoned school—
all had been woven into a pie chart.

“Welfare should be distributed with warmth.
Education should be measured by the light of hope.
Labor should be valued by the scent of blood,
and the poetry of sweat.”

That’s what IENA said.

“Budgets should be made from the memory of our skin.”

That night, they came together again.
But it was not merely an act of love.
It was policy-making.
It was the embodiment of governance.

She drew numbers on Touru’s chest with her finger,
and he copied them into his notebook.
Her breath trembled as she whispered, “1,300,000,000 yen,”
and on his skin emerged a legislative proposal:
