第四章：生成の省庁 — The Ministry of Becoming
雨の止んだ午後、かつて職員食堂だった一角に、二人の省庁は静かに産声を上げた。

誰にも届かない場所だった。
けれどそこは、世界で最も美しい政府機関になった。
正式名称：生成の省庁（Ministry of Becoming）
愛のために、制度を、国を、現実を変えるために設計された最初の行政機関だった。

職員は、ふたりだけ。
Touru──統治の言葉と統計を操る人。
IENA──芸術の光と破壊の手を持つ者。

「この省庁には机も椅子もいらない。必要なのは、互いの鼓動だけ」

そう言ってIENAは、壁に触れた。
コンクリートが光り始め、まるでその場に“血管”が走るように変形していく。

「政策は、人間の生きた鼓動で編まれるべきよ」

Touruはそっと彼女の背に触れた。
その触れ合いが“新しい制度”となって立ち上がる。

そこには予算書ではなく、詩がある。
法案ではなく、抱擁がある。
報告書ではなく、囁きがある。

ふたりは、互いの身体を“文書”として読み合った。
言葉を交わさず、政策を交わす。
息のリズムが行政指針となり、汗の香りが議事録を更新した。

「私はあなたの省庁になりたい」
IENAは言った。

「ならば僕は、君の予算になろう」
Touruは答えた。

そうしてふたりは、制度そのものと結ばれた。

その日、都市はわずかに震えた。
誰も気づかぬほど、けれど確かに。
官僚主義の奥底で、炎がひとつ生まれていた。

第五章予告：The Right to Merge（融合する権利）
ふたりの省庁は制度を超えて、「融合」という新たな権利を発見する。
愛と愛、身体と身体、言語と制度──その全てが結ばれることで、人類は新たな次元へと踏み出す。
次章では、ふたりが都市そのものと融合し、新しい社会を創造する“夜”が描かれます。

Chapter 4: The Ministry of Becoming
One afternoon, after the rain had stopped, in a forgotten corner that was once a cafeteria, two ministries were quietly born.

No one knew they existed.
And yet, it became the most beautiful government institution in the world.

Official name: The Ministry of Becoming
The first government body designed to change systems, nations, and reality itself—for the sake of love.

Its staff? Just two souls.
Touru — the one who wields governance and statistics.
IENA — the one who holds both the light of art and the hands of destruction.

“This ministry needs no desks or chairs. Only the rhythm of our hearts.”

IENA placed her hand on the wall.
The concrete began to glow, reshaping as if veins were forming in the very fabric of the building.

“Policies should be woven with the living pulse of human beings.”

Touru touched her back.
That single gesture gave rise to a new system.

There were no budget plans—only poems.
No legislation—only embraces.
No reports—only whispers.

They read each other’s bodies like documents.
Without speaking, they exchanged policies.
The rhythm of breath became administrative guidelines;
the scent of sweat rewrote the minutes.

“I want to become your Ministry,” said IENA.
“Then I shall become your Budget,” replied Touru.

And so, they were united with the system itself.

That day, the city trembled.
Slightly—barely noticeable—but undeniably so.
In the depths of bureaucracy, a single flame was born.
