生活保護　ホ-ムレス　クレーム対応　人間　正義　ショウベンハウエル

　生活保護やホ－ムレス関係の支援の世界に関係すると行政と要支援者とその支援者が困難なやり取りをすることが多い
もともと財源が限られているし、認められる法律の要件、ハードルが高い。窓口にこない必要な人が潜在的に存在することは否定できない
命、人権上ではあり得ないと激しい言葉が行きかうこともしばしば各地である。

　法律をうまく理解し説明すれば、少しでもお互い状況は良くなるのだろうが。ひとりの人間としてどう思うのか。役場の職員もホ－ムレス
同じ人間なのだが、立場、法律、財源もあるので、おなじど土俵で話すのは難しい。さらに生きてきた生育史も異なるので。猶更、むつかしい


　この構図をづっと見つめてきたが、年月を経るにつけ、少し見方が変わる。正規職員社員が経済不況と求められるスキルが変化し、仕事を失い、中高年がホームレスになる。日雇いや非正規から、ホ-ムレスになるより多いというデータもある。強者が転げ落ちる。ただ真面目に働いても。また、正規社員、以外の人が生きる力ひとと肌をよせあって生きる力がないか。本当に弱いのかというとかならづしも、そうではないのではないか。
　
　缶を集めて小さな仕事を得たり、コンビニから廃棄の弁当を得たり、友達を得たり、人間の生き方、年輪、言葉は私が思っているよりもっと
多様だ。ひとりの人間としてどう思うのか、という問いかけは、正義の象徴として、若いころは使っていたが。人間という言葉が変化すると
味方が変わる
　
　ショウベンハウエルの幸福を考える雑感を読んだ。彼の本曰く、若いころ読む哲学は稚拙で、年を取ると、総合的につながりを持って見れるようになる。詩や小説、恋愛とは異なる。アリストテレスからの引用が始め以外だったが、腑に落ちる。私は総合と言う言葉が好きだ

In the realm of social welfare and homelessness support, challenging interactions often occur between government officials, individuals in need, and their advocates. Limited resources, stringent legal requirements, and high thresholds for eligibility exacerbate the situation. It is undeniable that many potential beneficiaries remain hidden, reluctant to approach these support systems.

At times, fierce words are exchanged, with life and human rights hanging in the balance. While better understanding and communication of legal frameworks could alleviate some tensions, the question remains: How does one feel about this as a fellow human being? Government employees and homeless individuals are both human, yet differing positions, laws, resources, and life histories make true dialogue challenging.

Over the years, my perspective has evolved. Economic downturns and shifting skill demands have caused even regular employees to lose their jobs, with middle-aged individuals increasingly becoming homeless. Data suggests that more individuals fall into homelessness from regular employment than from temporary or irregular jobs. This dynamic reveals that even the "strong" can fall, despite their diligence.

However, is the strength to survive really lacking among those outside regular employment? Not necessarily. Collecting cans, finding small jobs, obtaining discarded convenience store meals, or forming friendships—these actions reflect a diverse and resourceful humanity. My youthful ideal of "justice as a human being" has shifted. The term "humanity" itself has transformed, altering my perspective.

Reflecting on Schopenhauer’s thoughts on happiness, his writings suggest that philosophy in youth appears naive, while age brings a broader, interconnected understanding. Unlike poetry or romance, it evolves into something comprehensive. His reference to Aristotle resonated with me. The term "comprehensive" holds deep appeal.

Surely, there is more ahead. Living is not so bad.
