I am reading Toru Moritomi’s book Tax and Social Security. It neatly summarizes the mechanisms, advantages, and disadvantages of taxes and social insurance premiums, while also mapping their relationships across generations and professions. It also explores the link between financial asset ownership and the principle of ability-to-pay, citing examples from France and the United States.
Prime Minister Kishida once advocated financial asset taxation, which caused the stock market to fall. He then shifted to emphasize child-rearing with reforms in universal social security and insurance premiums. But this too failed.
If the examples from the U.S. and France presented in Moritomi’s book had been widely conveyed to the media and Japanese market players, Kishida’s policies might have progressed further.
Even in the United States, financial asset taxation was introduced, and from it, Obamacare was born.
