地方税収比から見る自治体の自立度

を、静かに学びます。

そして問います。

私たちは、支える側でしょうか？
それとも支えられる側でしょうか？
鎌倉は、自立型自治体でしょうか？

鎌倉という都市の「立ち位置」

鎌倉市の地方税収比は 48.9％。

これは、
完全自立型でもなく、
強い依存型でもない。

観光都市。
居住都市。
歴史都市。

その経済構造は、どのようなバランスの上に成り立っているのでしょうか。

数字を見ると、
街の性格が見えてきます。

税は「井戸」である

税とは何でしょうか。

負担でしょうか。
義務でしょうか。

私は、税を「井戸」だと考えています。

掘る（働く）

守る（制度）

分かち合う（再分配）

井戸が枯れれば、地域は立ち行かなくなる。
井戸を汚せば、信頼が壊れる。

税の構造を見ることは、
地域の未来を見ることでもあります。

We often talk about “the city.”

Taxes are too high.
Welfare is insufficient.
There are too many tourists.
We need better childcare support.
Disaster prevention should be strengthened.

But—

Before all that,

Do we truly understand how Kamakura’s tax system works?

Letting Go of Our Opinions, Just Once

This workshop is not a place for argument.

It is a place to begin with structure.

We will quietly learn:

Kamakura City’s revenue structure

The difference between municipal taxes and national/prefectural taxes

The role of corporate municipal tax

How local consumption tax is distributed

What the local tax revenue ratio reveals about fiscal independence

And then we will ask:

Are we the ones who support?
Or the ones being supported?
Is Kamakura a financially independent municipality?

The “Position” of Kamakura as a City

Kamakura’s local tax revenue ratio is 48.9%.

It is neither fully independent
nor heavily dependent.

A tourist city.
A residential city.
A historic city.

On what kind of balance is this economic structure sustained?

When we look at the numbers,
we begin to see the character of the city.

Tax as a “Well”

What is tax?

A burden?
An obligation?

I see tax as a well.

To dig (to work).
To protect (to maintain institutions).
To share (to redistribute).

If the well dries up, the community cannot survive.
If the well is polluted, trust collapses.

To understand the structure of tax
is to understand the future of a region.
