鎌倉市税を学ぶワークショップを開催しました

― 地域の構造を足元から考える対話の時間 ―

先日、鎌倉駅前にて「鎌倉市の税の仕組みを学ぶワークショップ」を開催しました。

当日は、若い世代から地域で長く活動されている方まで幅広い参加があり、市の税金の基本的な仕組みについて一緒に学ぶ時間となりました。

市の税金を「自分ごと」として考える

今回のワークショップでは、

市税と国税・県税の違い

法人市民税・個人市民税の仕組み

自治体財政の基本構造

といった基礎的な内容から確認を行いました。

しかし議論は制度説明にとどまらず、

個人の移住と地域への影響

企業誘致と税収構造

鎌倉各地区の特徴

都市計画との関係

予算の使い方

へと自然に広がっていきました。

税の話から、まちづくりの話へ。

参加者それぞれの生活や活動の視点が交差することで、地域の構造を立体的に考える場となりました。

対話から次の展開へ

ワークショップ終了後には、参加者とともに深沢地区を歩きながら地域の現状を見て回る機会も生まれました。

実際のまちを歩きながら考えることで、数字や制度が現実の空間と結びつき、新たな視点が共有されました。

「次回も続けたい」
「別の地域でも開催してほしい」

といった声もいただき、今後の展開につながる手応えを感じています。

8年間の試行錯誤のなかで

税の思想史

税と社会保障

お金の仕組み

市の統計を読み解くワークショップ

などを継続してきました。

順調な時ばかりではなく、参加者が集まらず、一人で統計や税の内容を実況中継のように発信していた時期もありました。

今回、多様な参加者と対話できたことは、そうした試行錯誤の積み重ねの上にあるものだと感じています。

足元から地域を考える

税は難しい制度のように見えますが、本来は、

暮らし
地域の支え合い
まちの未来

その基盤です。

大きな結論を急ぐのではなく、まず構造を理解し、対話を重ねること。

足元から地域を考える取り組みを、これからも続けていきたいと思います。

「新旧聖書を読むワークショップ」
― 宗教改革と近代科学革命 ―

を予定しています。

社会制度や近代社会の成り立ちを歴史的視点から考え、思考の枠を広げる機会にしたいと考えています。

さらに5月には、新たなテーマでのワークショップにも挑戦する予定です。

地域の皆さまとともに、
学びと対話の場を少しずつ積み重ねていければと思います。

A Workshop on Learning About Kamakura City Taxes Was Held

— A Dialogue Grounded in Understanding the Structure of Our Community —

Recently, we held a workshop titled “Understanding the Tax System of Kamakura City” near Kamakura Station.

Participants ranged from younger generations to long-time local community members, creating an opportunity to learn together about the basic structure of municipal taxation.

During the session, we attempted to set aside preconceived opinions and reflect on city taxation as something personally relevant — as part of our own lives and responsibilities.

Rethinking Municipal Taxes as “Our Own Issue”

The workshop began with fundamental topics such as:

The difference between municipal taxes and national or prefectural taxes

The structure of corporate municipal tax and individual municipal tax

The basic framework of local government finance

However, discussions naturally expanded beyond institutional explanations into broader themes, including:

The impact of individual migration on local communities

Corporate attraction policies and tax revenue structures

Characteristics of different districts within Kamakura

Connections with urban planning

How public budgets are actually used

What began as a discussion about taxes gradually became a conversation about community development itself.

As participants brought their own lived experiences and perspectives, the workshop evolved into a space where the structure of the region could be considered from multiple dimensions.

Dialogue Leading to Future Developments

After the workshop, participants walked together through the Fukasawa district to observe local conditions firsthand.

By exploring the city physically, statistical data and institutional systems became connected to real spaces and everyday life, allowing new perspectives to emerge.

Participants expressed comments such as:

“We would like to continue this discussion.”

“It would be valuable to hold this workshop in other areas as well.”

These responses gave us a strong sense that future developments are possible.

Eight Years of Trial and Error

For approximately eight years, similar workshops have been conducted in Kamakura, including themes such as:

The intellectual history of taxation

Taxation and social security

Understanding monetary systems

Reading and interpreting municipal statistics

The journey has not always been smooth. There were periods when no participants attended, and sessions were effectively conducted alone, sharing tax and statistical discussions as if broadcasting to no audience.

Being able to engage this time in meaningful dialogue with diverse participants felt like the result of those accumulated years of experimentation and persistence.

Thinking About the Community from the Ground Up

Taxes may appear to be complicated administrative systems, but fundamentally they form the foundation of:

everyday life,

mutual support within the community, and

the future direction of the city.

Rather than rushing toward conclusions, we believe it is important first to understand structural realities and continue dialogue step by step.

We hope to keep building opportunities to reflect on our community from the ground up.

Upcoming Workshop

On the 28th of next month, we will hold a special session:

“Reading the Old and New Testaments”
— The Protestant Reformation and the Scientific Revolution —

This workshop aims to broaden perspectives by examining how modern social institutions emerged through historical transformations in religion and science.

In May, we also plan to launch a new workshop initiative exploring additional themes.

Together with members of the community, we hope to continue gradually cultivating spaces for learning and dialogue.
