地域はどう循環しているのか

― 制度・生活・表現をつなぎ直す試み ―

私たちは、普段「地域」をどのように見ているでしょうか。

観光地としての地域。
住む場所としての地域。
働く場所としての地域。

しかし、少し立ち止まって考えてみると、地域はもっと複雑で、そして静かに循環している存在です。

見えていない「地域の構造」

地域には、さまざまな主体が存在しています。

・学校法人
・医療法人や開業医
・NPO法人
・森林組合
・ガスやエネルギー会社

これらは一見バラバラに見えますが、実はすべて、

👉 人の生活を支える“準公共”の存在

です。

教育、医療、福祉、資源、エネルギー。

それぞれが、地域の中で静かに役割を担っています。

しかし、つながりは見えにくい

問題は、これらの存在が

👉 制度としては分かれている

ということです。

さらに、

・市町村（生活の現場）
・県（制度や財政）

という行政のレイヤーも重なります。

その結果、

👉 地域の全体像が見えなくなる

のです。

医療を例にすると

医療法人は、診療報酬という制度の中で運営されています。

一方で、地域の現実はどうでしょうか。

・通院が難しい高齢者
・孤立している人
・生活に困っている世帯

ここには、

👉 医療だけでは解決できない「生活の問題」

があります。

つまり、

👉 医療（制度）と生活（現実）の間にズレがある

のです。

「個人」と「法人」のあいだ

開業医は、そのズレの中に立つ存在です。

・個人事業としての経営
・専門職としての医療
・地域の中の関係

この三つを同時に持っています。

本来であれば、

👉 医療と生活をつなぐ“橋”になれる存在

です。

しかし現実には、

忙しさや制度の制約の中で、その役割を十分に発揮できていない場面も多くあります。

地域は「循環している」

ここで一つの見方を提案します。

地域は、

👉 一つの生命体のように循環している

という見方です。

① 構造（制度）

学校、医療、NPO、エネルギー、森林

② お金の流れ（税・収支）

税収、補助金、保険料、事業収益

③ 生活（人）

世帯、子ども、高齢者、働く人

④ 時間（イベント）

観光、祭り、市場、ワークショップ

これらはバラバラではなく、

👉 互いに影響しあいながら動いています

それでも「見えない」

なぜ、これが見えないのでしょうか。

それは、

👉 数字はあるが、意味が伝わっていない
👉 生活はあるが、構造が見えていない

からです。

だから「統計と税」を使う

統計や税は、

👉 地域の構造を最も正確に映す道具

です。

・人口
・所得
・税収
・医療や福祉の利用状況

これらを見れば、地域の「骨格」は見えてきます。

しかし、それだけでは足りない

数字だけでは、

👉 人の感情や経験は見えません

だからこそ、

👉 表現（クリエイティブ）が必要になります

データと詩を重ねる

例えば、

数字を見て終わるのではなく、

そこに言葉を重ねる。

この町の税は
誰かの孤独を支えている

見えない支出が
見えない命をつないでいる

こうした表現は、

👉 数字と生活をつなぐ

役割を持ちます。

ワークショップという「場」

この試みは、

ワークショップという形で実践できます。

・統計を見て
・税の仕組みを知り
・地域の構造をつなぎ
・最後に言葉にする

これは単なる勉強会ではなく、

👉 地域を一緒に読み解く場

です。

行政とのつながり

ここで重要なのが、

・市町村（生活）
・県（制度）

の関係です。

多くの場合、この二つは分断されています。

そこで必要なのが、

👉 翻訳者の存在

です。

生活の言葉を制度に
制度の言葉を生活に

それをつなぐこと。

観光やイベントの意味

観光やイベントは、

単なる集客ではありません。

それは、

👉 地域の循環が表に出る瞬間

です。

・人が動き
・お金が動き
・関係が生まれる

だからこそ、

👉 構造と一緒に見なければならない

これからやりたいこと

これから取り組みたいのは、

👉 地域を「見える形」にすること

です。

・統計と税で構造を可視化する
・制度と生活のつながりを描く
・イベントや時間の流れを重ねる
・それを言葉や作品として発信する

最後に

地域は、ただの場所ではありません。

それは、

👉 人が生きるための仕組みであり
👉 関係であり
👉 物語です

そして今、

そのつながりは見えにくくなっています。

だからこそ、

👉 もう一度、つなぎ直す必要がある

制度と生活を。
個人と法人を。
数字と感情を。

この試みはまだ始まったばかりですが、

少しずつ、形にしていきたいと思います。
How Does a Region Circulate?
― Reconnecting Systems, Lives, and Expression ―

How do we usually perceive a “region”?

As a tourist destination.
As a place to live.
As a place to work.

But if we pause for a moment and look more closely, we begin to see that a region is far more complex—
and quietly, constantly, in motion.

The Invisible Structure of a Region

A region is made up of many different actors:

Educational institutions (school corporations)
Medical corporations and private practitioners
Non-profit organizations (NPOs)
Forestry cooperatives
Gas and energy companies

At first glance, they may seem unrelated.

Yet in reality, they all share one essential role:

👉 They are “quasi-public entities” that sustain human life.

Education, healthcare, welfare, natural resources, energy—
each plays a quiet but indispensable part within the region.

And Yet, Their Connections Are Hard to See

The problem is this:

👉 These entities are separated institutionally.

On top of that, we have layered administrative structures:

Municipalities (the sphere of everyday life)
Prefectures (systems and finance)

As a result,

👉 The overall picture of the region becomes difficult to grasp.

Taking Healthcare as an Example

Medical corporations operate within the framework of reimbursement systems.

But what about the reality on the ground?

Elderly people who cannot easily access hospitals
Individuals living in isolation
Households struggling to survive

Here we encounter something crucial:

👉 Problems of life that cannot be solved by healthcare alone.

In other words,

👉 There is a gap between healthcare (system) and life (reality).

Between the Individual and the Institution

Private practitioners stand within this gap.

They simultaneously embody:

A private economic entity
A professional medical role
A relational presence within the community

Ideally,

👉 They can serve as a bridge between healthcare and everyday life.

Yet in reality, due to time constraints and institutional limitations, this potential is not always fully realized.

A Region as a Circulating System

Here, I propose a different perspective:

👉 A region is like a living organism—
a system in constant circulation.

1. Structure (Systems)

Education, healthcare, NPOs, energy, forestry

2. Flow of Money (Tax and Finance)

Taxes, subsidies, insurance, business revenues

3. Life (People)

Households, children, the elderly, workers

4. Time (Events)

Tourism, festivals, markets, workshops

These are not isolated elements.

👉 They are constantly interacting and influencing one another.

And Yet, It Remains Invisible

Why is this circulation so difficult to see?

Because:

👉 We have numbers, but lack meaning
👉 We have lived experience, but lack structure

That Is Why We Use Statistics and Tax

Statistics and taxation are:

👉 The most precise tools for revealing regional structure

Population, income, tax revenue, healthcare and welfare usage—
through these, we begin to see the “skeleton” of a region.

But That Alone Is Not Enough

Numbers alone cannot capture:

👉 Human emotion or lived experience

That Is Why Expression Is Needed

This is where creativity enters:

👉 Expression—through poetry, visuals, and design

Layering Data with Poetry

Instead of stopping at numbers, we add words.

The taxes of this town
sustain someone’s loneliness

Invisible expenditures
connect invisible lives

Such expressions serve to:

👉 Bridge structure and life

The Workshop as a Space

This approach can be practiced through workshops:

Examine statistics
Understand tax systems
Map connections within the region
Translate them into words

This is not merely a study session.

👉 It is a space to read the region together

Connecting with Governance

A key issue lies in the relationship between:

Municipalities (life)
Prefectures (systems)

These are often disconnected.

What We Need: Translators

👉 Translators between worlds

Translating systems into the language of life
Translating lived realities into the language of policy
The Meaning of Tourism and Events

Tourism and events are not merely about attracting people.

They are:

👉 Moments when regional circulation becomes visible

People move
Money flows
Relationships emerge
What I Aim to Do

What I want to pursue is:

👉 To make the region visible

Visualizing structure through statistics and tax
Mapping the connection between systems and life
Layering time through events
Expressing all of this through words and creative work
In Closing

A region is not just a place.

It is:

👉 A system for living
👉 A network of relationships
👉 A living narrative

And today, those connections have become difficult to see.

That is why we must:

👉 Reconnect them once again

Systems and life
Individuals and institutions
Numbers and emotions

This is only the beginning.

But step by step, I will continue to give it form.
