## 仕事は、点ではなく流れである
### 組織全体、経営者の人生、そして組織同士の関係を見る
物事も、仕事も、お互いにつながっている。
ひとつの仕事は、単独で完結しているように見える。
けれど実際には、誰かの作業が、誰かの判断につながり、誰かの説明が、誰かの安心や負担につながっている。
一枚の書類。
一つの数字。
一通のメール。
一つの判断。
一つの保留。
一つの説明不足。
それらは、そこで終わらない。
次の人へ流れていく。
次の部署へ流れていく。
次の組織へ流れていく。
そして、ときには市民、利用者、事業者、地域の生活へまで流れていく。
だから、仕事の流れが見えていないと、悪気がなくても多くの人に迷惑をかけてしまう。
「自分の担当は終わった」
「ここまでは自分の範囲ではない」
「書いてある通りに処理した」
それだけでは足りない場面がある。
大切なのは、今、自分が扱っている仕事が、どこから来て、どこへ行くのかを考えることだと思う。
## 情報は、集めるものではなく、つなげるもの
仕事の流れが見えてくると、情報の集め方も変わってくる。
ただ答えを探すのではない。
ただ根拠を探すのでもない。
ただ自分の作業を終わらせるために調べるのでもない。
この情報は、誰の判断に使われるのか。
この数字は、どの制度につながるのか。
この資料は、現場のどんな負担を減らすのか。
この確認を怠ると、後ろの人がどこで困るのか。
そう考えながら情報を集めるようになる。
情報とは、単なる材料ではない。
仕事の流れを読むための手がかりである。
だから、情報収集には視点がいる。
前の人は何を前提にしたのか。
次の人は何を必要としているのか。
組織全体では何が問題になっているのか。
現場では何が起きているのか。
制度の言葉と生活の言葉は、どこでずれているのか。
情報を集めるとは、ばらばらの資料を積み上げることではない。
流れの中に置き直すことだと思う。
## 足りなかったのは、経営者の目だった
ここで本質になるのが、経営者の目を持つことだと思う。
経営者の目とは、単に利益を追う目ではない。
上に立つ人間の目という意味でもない。
それは、全体を見ようとする目である。
流れを見ようとする目である。
人、時間、お金、制度、責任を同時に見ようとする目である。
担当者の目だけだと、自分の作業を終わらせることで精一杯になる。
もちろん、それも大切なことだ。
一つひとつの実務ができなければ、組織は動かない。
けれど、それだけでは見えないものがある。
この仕事は、組織全体のどこにあるのか。
この判断は、あとで誰に影響するのか。
この遅れは、どこで大きな負担になるのか。
このやり方は、持続可能なのか。
この仕組みは、人を疲弊させていないか。
そう考える力が必要になる。
経営者の目とは、全体に責任を持とうとする目である。
たとえ自分が経営者でなくても、仕事の流れを理解し、組織全体を考えようとする姿勢は持てる。
むしろ、現場にいる人間こそ、その目を少しずつ持つ必要があるのかもしれない。
## 組織全体だけでは足りない。経営者個人の人生を見る
しかし、組織全体を見るだけでも、まだ足りない。
組織を動かしているのは、人間だからである。
経営者、管理職、責任者、リーダー。
その人たちの判断の奥には、個人の人生がある。
何に傷ついてきたのか。
何を守ろうとしているのか。
どんな失敗を恐れているのか。
誰に認められたかったのか。
なぜ、その仕事を続けているのか。
なぜ、そこで無理をしてしまうのか。
組織を見るとは、数字や制度を見ることだけではない。
その組織を動かしている人間の人生を見ることでもある。
決算書を見る。
組織図を見る。
業務フローを見る。
制度を見る。
予算を見る。
それと同時に、その中心にいる人の人生を見る。
数字だけを見ると、冷たくなる。
人生だけを見ると、甘くなる。
けれど、数字と人生を同時に見ると、経営の本質が少し見えてくる。
なぜこの会社は、この判断をしたのか。
なぜこの組織は、変われないのか。
なぜこの地域活動は、続いているのか。
なぜこの福祉の現場は、疲れているのに止まらないのか。
そこには、制度だけでなく、人間の歴史がある。
## 問題は、組織と組織の「あいだ」で起きる
さらに見なければならないのは、組織同士の関係である。
一つの組織の内部だけを見ていても、本当の問題は見えないことがある。
なぜなら、多くの問題は、組織の中ではなく、組織と組織の接続部分で起きるからだ。
行政と企業。
行政と福祉法人。
医療機関と地域。
学校と家庭。
金融機関と事業者。
本庁と出先機関。
発注者と受託者。
現場と制度。
生活と言葉。
その「あいだ」で、情報が止まる。
責任が曖昧になる。
書類の形式が合わない。
現場の実感が上に届かない。
制度の言葉が生活の苦しみに届かない。
そこに、遅れが生まれる。
誤解が生まれる。
孤立が生まれる。
誰かの負担が増える。
だから、本当に見るべきなのは、接続部分なのだと思う。
組織の中を見る。
組織の外を見る。
そして、組織と組織の「あいだ」を見る。
そのあいだにこそ、地域の課題がある。
そのあいだにこそ、制度のゆがみがある。
そのあいだにこそ、人間の声が落ちている。
## 架け橋になるということ
私がこれから考えたいのは、この「あいだ」を見る仕事である。
税と福祉。
行政と地域。
数字と生活。
制度と人間。
経営と人生。
組織と組織。
現場と政策。
仕事と祈り。
それらは、本当は別々ではない。
けれど、日々の仕事の中では、分断されて見える。
担当が違う。
部署が違う。
制度が違う。
言葉が違う。
立場が違う。
その違いの中で、声が届かなくなる。
責任が見えなくなる。
流れが途切れる。
だからこそ、流れを見る人が必要なのだと思う。
あいだを見る人が必要なのだと思う。
つなぎ直す人が必要なのだと思う。
仕事は、作業ではない。
仕事は、流れである。
情報は、答えではない。
情報は、流れを読むための手がかりである。
経営とは、数字だけではない。
経営とは、組織全体と、人間の人生と、組織同士の関係を見ることなのだと思う。
そして地域とは、その流れが交差する場所である。
私はまだ、その全体を十分に見えているわけではない。
むしろ、見えていなかったことが多かったと思う。
だからこそ、これからは見方を変えたい。
自分の担当だけを見るのではなく、前後を見る。
組織の中だけでなく、組織の外を見る。
数字だけでなく、人の人生を見る。
制度だけでなく、声の届かない場所を見る。
その視点を持つことが、今の自分に必要な学びなのだと思う。

## Work Is Not a Point, but a Flow
### Seeing the Whole Organization, the Life of the Leader, and the Relationships Between Organizations
Things are connected.
Work is connected.
A single task may appear to stand alone.
But in reality, someone’s work leads to someone else’s decision.
Someone’s explanation leads to someone else’s sense of safety, or to someone else’s burden.
One document.
One number.
One email.
One decision.
One postponed matter.
One missing explanation.
None of these ends there.
They flow to the next person.
They flow to the next department.
They flow to the next organization.
And sometimes, they flow all the way into the lives of citizens, users, businesses, and local communities.
That is why, when we do not understand the flow of work, we can trouble many people without intending to.
“My part is done.”
“This is outside my responsibility.”
“I processed it exactly as written.”
There are moments when that is not enough.
What matters is to ask:
Where did this work come from?
Where is it going?
Who will receive it next?
## Information Is Not Only Collected. It Is Connected.
When we begin to see the flow of work, the way we gather information also changes.
We are no longer simply looking for an answer.
We are no longer simply looking for evidence.
We are no longer researching only to finish our own task.
We begin to ask:
Who will use this information to make a decision?
What system does this number connect to?
What burden in the field can this document reduce?
If I fail to confirm this, where will the next person struggle?
Information is not just material.
It is a clue for reading the flow of work.
That is why information gathering requires perspective.
What did the previous person assume?
What does the next person need?
What problem is the whole organization facing?
What is happening in the field?
Where do the words of the system fail to match the words of daily life?
To gather information is not to pile up separate documents.
It is to place them back into the flow.
## What Was Missing Was the Eye of a Leader
At the center of this lies the need to have the eye of a leader.
The eye of a leader does not simply mean chasing profit.
Nor does it only mean the viewpoint of someone at the top.
It means the ability to see the whole.
To see the flow.
To see people, time, money, systems, and responsibility at the same time.
With only the eye of a staff member, we tend to focus on completing our own task.
Of course, that matters.
An organization cannot move unless each practical task is done properly.
But there are things we cannot see from that viewpoint alone.
Where does this work sit within the whole organization?
Who will be affected by this decision later?
Where will this delay become a larger burden?
Is this way of working sustainable?
Is this system exhausting people?
We need the ability to think in this way.
The eye of a leader is the eye that tries to take responsibility for the whole.
Even if we are not managers or executives, we can still try to understand the flow of work and think about the organization as a whole.
In fact, perhaps those in the field need this perspective most of all.
## Seeing the Organization Is Not Enough. We Must Also See the Life of the Leader.
Yet even seeing the whole organization is not enough.
Organizations are moved by human beings.
Executives, managers, supervisors, leaders.
Behind their decisions, there is always a personal life.
What wounds have they carried?
What are they trying to protect?
What failures do they fear?
Whose recognition did they long for?
Why do they continue this work?
Why do they push themselves too far?
To see an organization is not only to see numbers and systems.
It is also to see the life of the person who moves that organization.
We look at financial statements.
We look at organizational charts.
We look at workflows.
We look at systems.
We look at budgets.
At the same time, we must look at the life of the person standing at the center.
If we see only numbers, we become cold.
If we see only life stories, we become naive.
But when we see both numbers and human life together, we begin to see the essence of management.
Why did this company make this decision?
Why can this organization not change?
Why does this local activity continue?
Why does this welfare workplace continue, even though people are exhausted?
There is not only a system there.
There is also human history.
## Problems Often Arise Between Organizations
There is one more thing we must see:
the relationships between organizations.
If we look only inside one organization, we may miss the real problem.
Many problems occur not inside an organization, but at the points where organizations connect.
Government and business.
Government and welfare organizations.
Medical institutions and local communities.
Schools and families.
Financial institutions and business owners.
Head offices and branch offices.
Clients and contractors.
The field and the system.
Daily life and institutional language.
In these spaces between organizations, information stops.
Responsibility becomes unclear.
Documents do not match.
The reality of the field does not reach the upper levels.
The language of the system fails to reach the suffering of daily life.
There, delays are born.
Misunderstandings are born.
Isolation is born.
Someone’s burden increases.
That is why we must look at the connecting points.
Look inside the organization.
Look outside the organization.
And look at the space between organizations.
That is where local problems exist.
That is where distortions in systems appear.
That is where human voices are dropped and forgotten.
## Becoming a Bridge
What I want to think about from now on is the work of seeing these spaces in between.
Tax and welfare.
Government and community.
Numbers and daily life.
Systems and human beings.
Management and personal history.
Organizations and organizations.
The field and policy.
Work and prayer.
These are not truly separate.
But in everyday work, they appear divided.
Different responsibilities.
Different departments.
Different systems.
Different languages.
Different positions.
Within those differences, voices stop reaching others.
Responsibility becomes invisible.
The flow is interrupted.
That is why we need people who can see the flow.
We need people who can see the spaces in between.
We need people who can reconnect what has been separated.
Work is not merely a task.
Work is a flow.
Information is not merely an answer.
Information is a clue for reading that flow.
Management is not only about numbers.
Management means seeing the whole organization, the life of human beings, and the relationships between organizations.
And a community is the place where those flows intersect.
I do not yet see the whole picture clearly.
Rather, I think there have been many things I failed to see.
That is why I want to change the way I look.
Not only my own task, but what comes before and after it.
Not only the inside of the organization, but also the outside.
Not only numbers, but human lives.
Not only systems, but the places where unheard voices remain.
This is the perspective I need to learn now.
**Work is not a point, but a flow.
Information is not merely collected, but connected.
The eye of a leader is the eye that sees the whole organization, human life, and the relationships between organizations.
And what truly matters is often found in the spaces in between.**

一个工作看起来好像可以单独完成。

一个人的说明,会连接到另一个人的安心,也可能连接到另一个人的负担。
一份文件。
一个数字。
一封邮件。
一个判断。
一个被搁置的问题。
一次说明不足。
这些都不会在那里结束。
它们会流向下一个人。
流向下一个部门。
流向下一个组织。
有时,还会流向市民、使用者、经营者,以及地域生活本身。
所以,如果看不见工作的流向,即使没有恶意,也可能给许多人带来麻烦。
“我的部分已经结束了。”
“这里不是我的负责范围。”
“我是按照规定处理的。”
有些时候,仅仅这样是不够的。
重要的是要思考:
现在自己手中的工作,是从哪里来的?
又要流向哪里去?
接下来会由谁来接住?
## 信息不是单纯收集的东西,而是需要连接的东西
当我们开始看见工作的流动,收集信息的方法也会改变。
不再只是寻找答案。
不再只是寻找依据。
不再只是为了完成自己的工作而调查。
我们会开始思考:
这个信息会被谁用来判断?
这个数字连接着什么制度?
这份资料能减轻现场的什么负担?
如果这里没有确认,后面的人会在哪里遇到困难?
信息并不只是材料。
信息是理解工作流动的线索。
因此,收集信息需要视角。
前一个人是基于什么前提来处理的?
后一个人需要什么?
组织整体正在面对什么问题?
现场正在发生什么?
制度的语言和生活的语言,在哪里发生了偏差?
收集信息,并不是把零散的资料堆起来。
而是把它们重新放回工作与生活的流动之中。
## 不足的是经营者的眼光
这里的本质,是要拥有经营者的眼光。
所谓经营者的眼光,并不只是追求利润的眼光。
也不只是站在上位者的位置看问题。
它是看见整体的眼光。
是看见流动的眼光。
是同时看见人、时间、金钱、制度和责任的眼光。
如果只有担当者的眼光,就容易停留在“完成自己的工作”。
当然,这也很重要。
如果一个个具体事务不能被做好,组织就无法运转。
但是,仅仅这样,还有很多东西看不见。
这项工作在整个组织中处于什么位置?
这个判断之后会影响谁?
这个延误会在哪里变成更大的负担?
这种做法是否能够持续?
这个制度是否正在让人疲惫?
我们需要能够这样思考的能力。
经营者的眼光,就是试图对整体承担责任的眼光。
即使自己不是经营者,也可以努力理解工作的流动,思考组织整体。
甚至可以说,越是在现场的人,越需要一点一点拥有这种眼光。
## 只看组织整体还不够。还要看见经营者个人的人生
但是,只看组织整体,仍然不够。
因为推动组织的是人。
经营者、管理者、负责人、领导者。
在这些人的判断背后,都有其个人的人生。
他曾经受过什么伤?
他想守护什么?
他害怕什么失败?
他曾经想得到谁的认可?
他为什么继续这项工作?
他为什么会在某个地方过度勉强自己?
看组织,并不只是看数字和制度。
也是看推动这个组织的人的人生。
看财务报表。
看组织图。
看业务流程。
看制度。
看预算。
同时,也要看见站在组织中心的那个人的人生。
只看数字,会变得冷酷。
只看人生故事,又可能变得天真。
但是,当我们同时看见数字和人生,就会稍微接近经营的本质。
为什么这家公司做出了这样的判断?
为什么这个组织无法改变?
为什么这个地域活动能够持续?
为什么这个福利现场明明疲惫,却仍然不能停下?
那里不只有制度。
那里还有人的历史。
## 问题常常发生在组织与组织之间
还必须看见的,是组织之间的关系。
如果只看一个组织的内部,就可能看不见真正的问题。
因为许多问题并不发生在组织内部,而是发生在组织与组织连接的地方。
行政与企业。
行政与福利法人。
医疗机构与地域。
学校与家庭。
金融机构与经营者。
总部与分支机构。
委托方与受托方。
现场与制度。
生活与语言。
在这些“之间”,信息会停止。
责任会变得模糊。
文件格式会不一致。
现场的真实感无法传达到上层。
制度的语言无法抵达生活的痛苦。
在那里,延误会产生。
误解会产生。
孤立会产生。
某个人的负担会增加。
所以,真正应该看见的是连接部分。
看组织内部。
看组织外部。
还要看组织与组织之间的空间。
地域的问题,常常就在这个“之间”。
制度的扭曲,常常就在这个“之间”。
人的声音,也常常遗落在这个“之间”。
## 成为一座桥
我今后想要思考的,是看见这些“之间”的工作。
税与福利。
行政与地域。
数字与生活。
制度与人。
经营与人生。
组织与组织。
现场与政策。
工作与祈祷。
它们本来并不是完全分开的。
但是,在日常工作中,它们常常看起来被分割开来。
负责不同。
部门不同。
制度不同。
语言不同。
立场不同。
在这些差异之中,声音传达不到。
责任变得看不见。
流动被切断。
所以,我们需要能够看见流动的人。
需要能够看见“之间”的人。
需要能够把被分开的东西重新连接起来的人。
工作不是单纯的作业。
工作是一种流动。
信息不是单纯的答案。
信息是读懂这种流动的线索。
经营也不只是数字。
经营,是看见组织整体、人的人生,以及组织之间关系的能力。
而地域,就是这些流动交汇的地方。
我还没有完全看清这一切。
不如说,过去有许多东西是我没有看见的。
正因为如此,我想从现在开始改变自己的看法。
不只看自己的担当,也看前后。
不只看组织内部,也看组织外部。
不只看数字,也看人的人生。
不只看制度,也看那些声音无法抵达的地方。
这正是我现在需要学习的视角。
