## 見えない世界、知らない会社、土地、前へ

### ――地域の暮らしを支えるお金と関係の見取り図

地域で活動していると、思うように人が集まらないことがあります。
大切だと思うテーマを掲げても、すぐには届かない。市税、地域財政、統計、都市計画、福祉、公共サービス。どれも本当は暮らしに深く関わっているのに、言葉だけを見ると少し遠く感じられてしまう。

先日予定していた「まちかど会議 〜市の税金って何？〜」も、参加者が十分に集まらず、共同開催者と相談して延期することになりました。最初は、敗退のように感じました。けれど今は、これは終わりではなく、地域の入り口を見直すための大切な時間だったのだと思っています。

税を知ることは、その地域を知ることです。

日本の税は国税と地方税に分かれ、地方税は都道府県税と市町村税に分かれます。市町村税には、個人市町村民税、法人市町村民税、固定資産税、軽自動車税、市町村たばこ税、入湯税、都市計画税などがあります。
税は、再分配、公共サービス、インフラ整備、福祉、教育を支える基盤です。そして税構造を見ることで、地域経済の姿、自治体の自立度、将来の持続性が見えてきます。

しかし、人は最初から「市税」や「財政」に集まるわけではありません。
多くの人にとって入口になるのは、もっと身近な不安です。

医療費。
電気代。
ガス代。
家賃。
事業の固定費。
ごみ。
道路。
観光の混雑。
子育て。
福祉の人手不足。
地域の居場所。
相談先が分からない不安。

そこから始めなければならないのだと思います。

法人相手の仕事に加えて、もともとの個人相手の仕事も手伝うことになる。医療、ガス、電気、暮らしの支払い、税、保険、福祉、そして地域の会社や組合事務所とのつながり。そこには、抽象的な「地域経済」ではなく、生活の温度を持った地域経済があります。

見えない世界があります。
帳簿や契約書の裏側にある、生活の不安。
会社の決算書の裏側にある、雇用、家賃、光熱費、借入、設備、土地。
土地の登記や固定資産税の裏側にある、家族の歴史、商売の歴史、農地、空き家、道路、福祉施設、公共施設、地域の記憶。

知らない会社があります。
工務店、医療法人、福祉事業所、ガスや電気に関わる会社、飲食店、農業法人、不動産会社、小さな商店、NPO、組合。
それぞれが、地域の一部を支えています。税や決算書だけでは見えない、人の働き、困りごと、誇り、継続の不安があります。

土地があります。
土地は単なる不動産ではありません。そこには、誰かが住み、働き、悩み、受け継いできた時間があります。固定資産税や都市計画だけでなく、そこにある記憶と未来を見なければなりません。

だから、次に必要なのは、完成された講座を出すことではなく、地道なニーズ把握と共同作業なのだと思います。

「何に困っていますか」
「どのお金の流れが分かりにくいですか」
「医療、電気、ガス、税、福祉、家賃、事業資金のうち、どこが一番不安ですか」
「地域で誰に相談したらよいか分かりますか」
「一緒に一枚の見取り図を作りませんか」

こうした聞き取り自体が、奉仕であり、営業であり、地域活動の始まりです。押し売りではなく、相手の時間と生活を尊重しながら、必要なものを一緒に形にしていくことです。

これから作りたいのは、三つの見取り図です。

一つ目は、**個人の暮らしのお金の見取り図**。
医療、ガス、電気、家賃、税、保険、福祉、相談先をつなぐもの。

二つ目は、**会社のお金の見取り図**。
売上、人件費、家賃、光熱費、税、借入、補助金、地域貢献をつなぐもの。

三つ目は、**土地と地域のお金の見取り図**。
固定資産税、都市計画、道路、公共施設、空き家、福祉施設、商店街、組合、行政をつなぐもの。

この三つができると、税やお金は冷たい数字ではなくなります。
暮らしの不安を整理する道具になり、会社の継続を考える地図になり、地域の未来を話し合う土台になります。

プラネタリウムの反応が多いのは、星空が人の心を開くからです。星、子ども、物語、癒し、科学、地域の居場所。そこから入れば、人は集まりやすい。税とお金は、そこから後で出てくる「続けるための仕組み」として語ればよいのかもしれません。

星空は夜の見取り図。
税とお金は昼の見取り図。
医療、ガス、電気は暮らしの足元。
組合事務所は、孤立した個人が社会とつながる窓口。
土地は、地域の記憶と未来。
そして「かがり火」は、そのすべてを照らす小さな火です。

まだ世界は広がります。

見えない世界へ。
知らない会社へ。
土地へ。
そして、前へ。

私は、これからも地域の中で、暮らしを支えるお金と関係の見取り図を作っていきたいと思います。誰もひとりにしない地域へ。そのために、税を知り、会社を知り、土地を知り、人の声を聞きながら、少しずつ前へ進んでいきます。

## Invisible Worlds, Unknown Companies, Land, and Moving Forward

### A Map of Money and Relationships That Support Local Life

When we work in a local community, there are times when people do not gather as we had hoped.
Even if the theme is important, it may not immediately reach people. City taxes, local finance, statistics, urban planning, welfare, and public services are all deeply connected to daily life, yet the words themselves can feel distant.

The workshop I had planned, **“Machikado Meeting: What Are City Taxes?”**, was postponed after discussing it with the co-organizer because we could not gather enough participants. At first, it felt like a defeat. But now I feel that it was not an end. It was a necessary pause to rethink the entrance into the community.

To know taxes is to know the community.

In Japan, taxes are divided into national and local taxes, and local taxes are further divided into prefectural and municipal taxes. Municipal taxes include individual municipal inhabitant tax, corporate municipal inhabitant tax, fixed asset tax, light vehicle tax, municipal tobacco tax, bathing tax, and city planning tax.
Taxes support redistribution, public services, infrastructure, welfare, and education. By looking at tax structures, we can begin to see the local economy, the degree of municipal autonomy, and the sustainability of the community’s future.

But people do not always begin with “city taxes” or “local finance.”
For many, the entrance is much closer to daily anxiety.

Medical costs.
Electricity bills.
Gas bills.
Rent.
Business fixed costs.
Waste.
Roads.
Tourism congestion.
Childcare.
Shortage of welfare workers.
Local places of belonging.
Not knowing where to seek advice.

Perhaps we must begin there.

In addition to working with corporations, I may also return to helping individuals with their everyday concerns. Medical care, gas, electricity, household payments, taxes, insurance, welfare, and connections to local companies and union offices. There, local economy is not an abstract concept. It has the warmth and weight of daily life.

There are invisible worlds.
Behind ledgers and contracts, there is anxiety about life.
Behind company financial statements, there are employment, rent, utilities, loans, equipment, and land.
Behind land registration and fixed asset tax, there are family histories, business histories, farmland, vacant houses, roads, welfare facilities, public spaces, and local memory.

There are unknown companies.
Construction firms, medical corporations, welfare providers, gas and electricity companies, restaurants, agricultural corporations, real estate firms, small shops, NPOs, and unions.
Each supports part of the community. Behind taxes and financial statements, there are workers, difficulties, pride, and fears about continuity.

There is land.
Land is not merely real estate. It carries time: people living, working, suffering, and passing something on. We must look not only at fixed asset tax and city planning, but also at memory and future.

So what is needed next is not a perfectly completed lecture, but steady listening and collaborative work.

“What are you struggling with?”
“Which flow of money is hard to understand?”
“Among medical care, electricity, gas, taxes, welfare, rent, and business funds, what feels most uncertain?”
“Do you know whom to consult in the community?”
“Shall we make a simple map together?”

This listening itself is service, outreach, and the beginning of community work. It is not about selling something. It is about respecting the other person’s time and life, and shaping what is needed together.

I would like to create three kinds of maps.

The first is **a map of personal living money**: medical care, gas, electricity, rent, taxes, insurance, welfare, and consultation points.

The second is **a map of company money**: sales, labor costs, rent, utilities, taxes, loans, subsidies, and local contribution.

The third is **a map of land and community money**: fixed asset tax, urban planning, roads, public facilities, vacant houses, welfare facilities, shopping streets, unions, and local government.

If these three maps can be created, taxes and money will no longer be cold numbers. They will become tools for organizing anxiety, maps for sustaining companies, and foundations for talking about the future of the community.

Planetarium events receive more responses because the stars open people’s hearts. Stars, children, stories, healing, science, and local places of belonging are gentle entrances. Perhaps taxes and money should come afterward, as the systems that help such places continue.

The stars are a map of the night.
Taxes and money are a map of the day.
Medical care, gas, and electricity are the ground beneath daily life.
Union offices are windows through which isolated individuals reconnect with society.
Land is the memory and future of the community.
And the “Kagaribi,” the small torchlight, illuminates all of them.

The world is still expanding.

Toward invisible worlds.
Toward unknown companies.
Toward land.
And forward.

I want to continue creating maps of the money and relationships that support local life. Toward a community where no one is left alone. To do that, I will learn taxes, companies, land, and people’s voices — and move forward little by little.

## 看不见的世界、未知的公司、土地，然后向前

### 支撑地区生活的金钱与关系地图

在地区活动中，有时即使提出了自己认为重要的主题，人们也未必会聚集。
市税、地方财政、统计、城市规划、福祉、公共服务。这些本来都与生活深深相关，但仅仅看到这些词，很多人会觉得遥远。

原本计划举行的 **“街角会议：市税是什么？”**，因为参加人数不足，我和共同主办者商量后决定延期。一开始，我感到像是一次失败。但现在我觉得，这并不是结束，而是一次重新思考如何进入地区生活的必要时间。

了解税，就是了解这个地区。

日本的税分为国税和地方税，地方税又分为都道府县税和市町村税。市町村税包括个人市町村民税、法人市町村民税、固定资产税、轻自动车税、市町村烟草税、入汤税、都市计划税等。
税支撑着再分配、公共服务、基础设施、福祉和教育。通过观察税的结构，我们可以看到地区经济的形态、自治体的自主性，以及未来的持续可能性。

但是，人们并不一定会从“市税”或“地方财政”开始进入。
对很多人来说，入口是更接近日常生活的不安。

医疗费。
电费。
燃气费。
房租。
事业的固定成本。
垃圾。
道路。
观光带来的拥挤。
育儿。
福祉现场的人手不足。
地区中的居所。
不知道该向谁咨询的不安。

也许，我们必须从这里开始。

除了面向法人的工作之外，我也会重新帮助原本面向个人的工作。医疗、燃气、电力、生活支出、税、保险、福祉，以及与地区公司和工会事务所的联系。那里存在的，不是抽象的“地区经济”，而是有生活温度的地区经济。

有看不见的世界。
账簿和合同背后，有生活的不安。
公司决算书背后，有雇用、房租、光热费、借款、设备和土地。
土地登记和固定资产税背后，有家庭的历史、事业的历史、农地、空屋、道路、福祉设施、公共设施和地区记忆。

有未知的公司。
建筑公司、医疗法人、福祉事业所、燃气和电力相关公司、餐饮店、农业法人、不动产公司、小商店、NPO、工会。
它们各自支撑着地区的一部分。在税和决算书之外，还有人的劳动、困难、骄傲和继续经营的不安。

有土地。
土地并不只是房地产。那里有人居住、工作、烦恼、继承下来的时间。我们不仅要看固定资产税和城市规划，也要看其中的记忆和未来。

因此，下一步需要的也许不是拿出一个完成好的讲座，而是踏实地了解需求和共同作业。

“你现在最困扰的是什么？”
“哪一种金钱流动最难理解？”
“医疗、电力、燃气、税、福祉、房租、事业资金之中，哪一项最让你不安？”
“在地区中，你知道该向谁咨询吗？”
“要不要一起做一张简单的地图？”

这样的倾听本身，就是服务，也是沟通，也是地区活动的开始。它不是推销，而是尊重对方的时间和生活，把必要的东西一起做成形。

我想做三种地图。

第一张是 **个人生活的金钱地图**。
连接医疗、燃气、电力、房租、税、保险、福祉和咨询窗口。

第二张是 **公司的金钱地图**。
连接销售额、人工费、房租、光热费、税、借款、补助金和地区贡献。

第三张是 **土地与地区的金钱地图**。
连接固定资产税、城市规划、道路、公共设施、空屋、福祉设施、商店街、工会和行政。

如果能做出这三张地图，税和金钱就不再是冰冷的数字。它们会成为整理生活不安的工具、思考公司持续经营的地图，以及讨论地区未来的基础。

天象馆活动之所以反应更多，是因为星空能打开人的心。星星、孩子、故事、疗愈、科学、地区中的居所，这些都是温柔的入口。也许，税和金钱应该在之后出现，作为“如何让这样的场所持续下去”的制度来讲。

星空，是夜晚的地图。
税与金钱，是白天的地图。
医疗、燃气、电力，是生活的脚下。
工会事务所，是孤立的个人重新连接社会的窗口。
土地，是地区的记忆和未来。
而“篝火”，则是照亮这一切的小小火光。

世界还在扩展。

走向看不见的世界。
走向未知的公司。
走向土地。
然后，向前。

我想继续在地区中，制作支撑生活的金钱与关系地图。走向一个不让任何人孤单的地区。为此，我会继续了解税、公司、土地，也继续倾听人的声音，一点一点向前走。
