## 現場の知恵と、地域の社会保障をつなぎたい
最近、ある地域組織の役員に誘われた。
正直に言えば、悩んでいる。
仕事もある。家庭もある。地域活動もある。
すでに抱えているものは少なくない。
これ以上、役割を増やしてよいのかという不安もある。
けれども、その誘いを簡単には断れない理由もある。
私は以前から、自治体の問題、社会保障、福祉、医療、農業、林業、土木、そして現場で働く人たちの知恵に関心を持ってきた。
制度だけを見ても、地域はわからない。
現場の声だけでも、制度は変わらない。
そのあいだに橋をかける仕事が必要だと感じている。
特に関わりたいのは、技能職、福祉職、農業・林業・土木に関わる人たちである。
そこには、数字だけでは見えない経験がある。
マニュアルには書ききれない判断がある。
長く働いてきた人にしか見えない危険や違和感がある。
しかし、そうした知恵は、いま失われやすくなっている。
人手不足、世代交代、DX、AI、財政難、組織の再編。
新しい言葉が次々に入ってくる一方で、現場の経験が丁寧に受け継がれているとは言いにくい。
私は、AIやDXを、現場を切り捨てる道具にはしたくない。
むしろ、現場の知恵を記録し、整理し、次の世代へ伝えるために使いたい。
たとえば、現場の困りごとを聞き取る。
中高年の職員や地域の担い手が抱える不安を言葉にする。
福祉、医療、農業、林業、土木の課題を、地域のデータと重ねて見る。
医療や福祉の現場とも連携し、社会保障を単なる制度ではなく、人の生活を支える仕組みとして考える。
中高年の悩みにも向き合いたい。
若者支援や高齢者支援はよく語られる。
しかし、その間にいる世代の不安は、意外と見えにくい。
親の介護、自分の健康、退職後の生活、職場での役割の変化、DXへの不安、若手との距離。
それらは個人の弱さではなく、社会と組織の変化の中で生まれている問題でもある。
だからこそ、私は、ただ運動をする人ではなく、
ただ研究をする人でもなく、
現場の声を聞き、制度の言葉に直し、必要ならデータで見える化し、学び合う場をつくる人になりたい。
地域の労働組合、自治体問題を考える研究会、社会保障を考える団体、医療や福祉の現場。
それぞれは別々に見える。
けれども、本当はつながっている。
働く人の生活が壊れれば、地域の福祉も弱くなる。
福祉が弱くなれば、家族や職場に負担が戻ってくる。
医療が遠くなれば、生活の不安は増える。
農業、林業、土木の現場が弱れば、地域の土台そのものが崩れていく。
私はそのつながりを、もう一度、丁寧に見たい。
今回の誘いを受けるかどうか、まだ迷いはある。
ただ、もし関わるなら、単なる役職としてではなく、
「地域の現場知と社会保障をつなぐ学びの場」をつくる役割として関わりたい。
動員や会議だけで消耗するのではなく、
聞き取り、学習会、資料づくり、データ整理、現場の経験の継承。
そこから始めたい。
地域には、まだ言葉になっていない知恵がある。
中高年の悩みの中にも、次の世代に渡すべき経験がある。
AIやDXも、人を置き換えるためではなく、人の経験を守るために使えるはずだ。
私は、そのための小さな橋を架けたい。
制度と現場のあいだに。
若手と中高年のあいだに。
福祉と労働のあいだに。
医療と地域のあいだに。
そして、過去の経験と、これからの技術のあいだに。

## Connecting Field Wisdom and Local Social Security
Recently, I was invited to take on a role in a local organization.
To be honest, I am still unsure.
I have my work. I have my family. I have my community activities.
I am already carrying many things.
I wonder whether I should take on yet another responsibility.
But there is also a reason why I cannot simply refuse.
For many years, I have been interested in local government issues, social security, welfare, healthcare, agriculture, forestry, civil engineering, and the wisdom of people working on the front lines.
If we look only at systems, we cannot truly understand the community.
If we listen only to voices from the field, systems will not easily change.
I feel that we need people who can build bridges between the two.
I am especially interested in people working in skilled jobs, welfare, agriculture, forestry, and civil engineering.
In those fields, there is knowledge that cannot be seen through numbers alone.
There are judgments that cannot be fully written into manuals.
There are risks and subtle signs that only people with long experience can notice.
Yet such wisdom is now easily lost.
Labor shortages, generational change, digital transformation, AI, financial constraints, and organizational restructuring are all reshaping local workplaces.
New words and technologies are entering the field, but the experience of workers is not always being carefully passed on.
I do not want AI or digital transformation to become tools for cutting off the field.
Rather, I want to use them to record, organize, and pass on field wisdom to the next generation.
For example, we can listen to the difficulties people face in the field.
We can put into words the anxieties of middle-aged and older workers, as well as local community members.
We can connect issues in welfare, healthcare, agriculture, forestry, and civil engineering with local data.
We can cooperate with medical and welfare professionals and think of social security not merely as a system, but as a structure that supports human life.
I also want to face the concerns of middle-aged and older people.
Support for young people and support for the elderly are often discussed.
But the anxieties of those in between are often less visible.
Caring for parents, personal health, life after retirement, changing roles at work, anxiety about digital transformation, and distance from younger generations—these are not simply personal weaknesses.
They are also problems created by changes in society and organizations.
That is why I do not want to be only an activist.
Nor do I want to be only a researcher.
I want to become someone who listens to voices from the field, translates them into the language of systems, visualizes them through data when necessary, and creates spaces for mutual learning.
Local labor organizations, study groups on local government issues, social security groups, medical and welfare professionals—at first glance, they may seem separate.
But in reality, they are connected.
When the lives of workers become unstable, local welfare becomes weaker.
When welfare becomes weaker, the burden returns to families and workplaces.
When healthcare becomes distant, anxiety in daily life increases.
When agriculture, forestry, and civil engineering become weak, the very foundation of the community begins to collapse.
I want to look carefully at these connections once again.
I am still unsure whether I should accept this invitation.
But if I do become involved, I do not want it to be merely as a title or a formal role.
I want to help create a place of learning that connects field wisdom and local social security.
I do not want to be exhausted only by meetings and mobilization.
I want to begin with listening, study sessions, preparing materials, organizing data, and passing on field experience.
There is still wisdom in the community that has not yet become words.
In the worries of middle-aged and older people, there are experiences that should be passed on to the next generation.
AI and digital transformation do not have to replace people.
They can also be used to protect human experience.
I want to build a small bridge for that purpose.
Between systems and the field.
Between younger and older generations.
Between welfare and labor.
Between healthcare and the community.
And between the experience of the past and the technology of the future.

## 连接现场智慧与地方社会保障
最近,我受到某个地方组织的邀请,希望我担任一个职务。
坦率地说,我还在犹豫。
我有工作,也有家庭,还有一直参与的地方活动。
我已经承担了不少事情。
如果再增加一个角色,自己是否能够承受,我并没有完全的把握。
但是,我也不能轻易拒绝这个邀请。
长期以来,我一直关心地方自治、社会保障、福利、医疗、农业、林业、土木工程,以及在现场工作的人们所积累的智慧。
只看制度,无法真正理解地方。
只听现场的声音,制度也不一定能够改变。
我一直觉得,在这两者之间,需要有人搭起桥梁。
我特别想接触的是技能岗位、福利岗位、农业、林业和土木工程等领域的人们。
在那里,有许多数字无法呈现的经验。
有许多手册无法完全写清楚的判断。
也有许多只有长期工作过的人才能察觉的危险和细微的不安。
可是,这些智慧正在变得容易失去。
人手不足、世代交替、数字化转型、人工智能、财政困难、组织重组。
新的词语和技术不断进入现场,但现场经验是否被认真地传承下来,却并不一定。
我不希望人工智能和数字化转型成为切断现场的工具。
相反,我希望它们能够用来记录、整理并传承现场的智慧。
比如,倾听现场的困难。
把中高年职员和地方担任者的不安转化为语言。
把福利、医疗、农业、林业、土木工程的问题,与地方数据结合起来观察。
也可以与医疗和福利现场合作,把社会保障看作不仅仅是制度,而是支撑人们生活的结构。
我也想面对中高年人的烦恼。
我们经常谈论青年支援和老年人支援。
但是,处在中间世代的人们,他们的不安往往不容易被看见。
父母的照护、自己的健康、退休后的生活、职场角色的变化、对数字化转型的不安、与年轻一代之间的距离。
这些并不只是个人的软弱。
它们也是社会和组织变化之中产生的问题。
因此,我不想只是一个参加运动的人。
也不想只是一个研究者。
我希望成为这样的人:倾听现场的声音,把它们翻译成制度的语言,在必要时用数据使其可视化,并创造共同学习的场所。
地方的劳动组织、研究地方自治问题的团体、思考社会保障的组织、医疗和福利现场。
这些看起来似乎是分开的。
但实际上,它们彼此相连。
劳动者的生活一旦不稳定,地方福利也会变弱。
福利变弱,负担就会回到家庭和职场。
医疗变得遥远,生活中的不安就会增加。
农业、林业、土木工程的现场变弱,地方的根基本身也会动摇。
我想再次认真地看见这些联系。
对于这次邀请,我还在犹豫。
但是,如果我参与其中,我不希望只是承担一个形式上的职务。
我希望参与的是,创造一个连接地方现场智慧与社会保障的学习场所。
我不想只是被会议和动员消耗。
我想从倾听、学习会、资料整理、数据分析、现场经验的传承开始。
地方社会中,还有许多尚未成为语言的智慧。
中高年人的烦恼之中,也有应该传给下一代的经验。
人工智能和数字化转型,不一定是为了取代人。
它们也可以用来守护人的经验。
我想为此搭起一座小小的桥。
在制度与现场之间。
在年轻一代与中高年之间。
在福利与劳动之间。
在医疗与地方之间。
也在过去的经验与未来的技术之间。
